Napa County Issues Shelter-at-Home Order

(NAPA, CALIF.) – A shelter-at-home order has been issued by Napa County Public Health Officer Dr. Karen Relucio that will take effect at midnight on Friday, March 20, 2020, as part of the County's response to the COVID-19 pandemic. The order will remain in place through April 7, 2020 or until it is extended, rescinded, superseded, or amended in writing by Dr. Relucio.

The shelter-at-home order requires most people to stay home as of 12:00 a.m. on Friday, March 20, 2020, unless they are engaged in certain "essential activities." Those who are sick should self-isolate, if possible, from others they live with.

Essential activities allowed under this order include:

  • Obtaining necessary services or supplies for themselves and their family, household members, and pets, or to deliver those services or supplies to others, such as food, pet food, and any other household consumer products necessary to maintain the safety, sanitation, and essential operation of residences.
  • Engaging in outdoor activity, provided that individuals comply with social distancing requirements, such as walking, hiking, biking, or running.
  • Performing work providing essential products and services at an essential business.
  • Caring for a family member or pet in another household.

Per the shelter-at-home order, "essential businesses" include, but are not limited to:

  • Healthcare operations and "essential infrastructure;"
  • Grocery stores, farmers' markets, food banks, convenience stores,
  • Businesses that provide food, shelter, and social services for economically disadvantaged or otherwise needy individuals;
  • Newspapers, television, radio, and other media services;
  • Gas stations and auto-supply, auto-repair, and related facilities;
  • Banks and related financial institutions;

All first responders, emergency management personnel, emergency dispatchers, court personnel, and law enforcement are exempt from this order.

This order is mandatory. All persons and other entities are required to comply if they do not fall within the exemptions that are specified in the order. It is a misdemeanor to not comply.
